Local Government Services

We bring knowledge, objectivity and a demonstrated ability to enhance local government and infrastructure performance to every assignment.  We aim to contribute to advancing Council priorities while delivering value for money.

PwC works frequently with many New Zealand Councils and infrastructure agencies to undertake a range of advisory projects for both the core organisation and associated entities including trusts and CCOs.  As well as our traditional expertise in financial accounting, tax, assurance and risk we actively advise local government clients in a wide range of areas including:

  • Governance
  • Strategy
  • Economics
  • Business case development and evaluation
  • Organisational design, change and efficiency programmes
  • ICT
  • Asset management

We understand the challenges local government faces and will help you to focus on addressing the whole picture. The local government and infrastructure change agenda is being driven these challenges which are shaping the decision making and priorities of Councils.  They include:

  • Uneven economic growth across the country creating different sets of pressures which require tailored responses
  • Ensuring provision of good quality infrastructure, given the current age profile of many asset networks, growth patterns and associated funding constraints
  • A growing expectation that Councils will make it easy for the public and businesses to do business with them – this means greater use of digital channels and an increased focus on agencies’ ‘customers’
  • In terms of partnerships with business and the private sector – from infrastructure Public Private Partnerships (PPPs) to greater risk-sharing and mutual understanding with business
  • Delivering better back office services to agencies for less cost
  • Managing business case led economic projects including convention centres and other economic development infrastructure
  • Risk management and the growing awareness for internal assurance programmes overseen by audit committees
  • Fiscal pressures creating an increased focus on Council performance and value for money

Understanding the pressures you are facing and the questions you need to ask in the current market climate.  Our global network also means we can access the latest international thinking about cities, their relative efficiency and the range of infrastructure delivered including transportation, waters, waste and housing.
