Elena has twenty years’ experience working across the government sector, leading policy and strategy development, and then driving execution. She excels in identifying new, powerful insights, translating policy into operational planning and engagement.

Elena’s passion and focus is the Māori economy. She specialises within the nexus of te ao Māori, technology and government. It has meant she has gained a unique ability to act as a cultural translator and conduit between the government and a wide range of stakeholders.

During her career, Elena has led the planning and delivery of large-scale strategy programmes and knows from practical, ‘hands on’ experience, how important it is to take people on the journey. She is an expert in applying lean start-up and design tools and techniques to commissioning, project management, and team building processes. This is underpinned by applying kaupapa Māori approaches.
